I don't think that's one that can ever really be decided. There are just way too many amazing movies that fit this description.

Rocky Horror definitely has the largest scope of a cult movie. I mean it's been running continuously for 35 years!

May not be the best, but my favorite is Repo Man. Wore out the cassette of the soundtrack back in the day!

I think The Last Dragon is a great cult classic. I don't know if it is the best but since it is less widely known than some of these other films, it seems less mainstream.
